Is there a technology that allows satelites to see through roof tops?

Certainly there is! There are a couple of technologies that enable “seeing through” objects like walls and rooftops:

X-Ray Chip for Smartphones:

Researchers have developed an imaging chip inspired by Superman’s X-ray vision.
This chip emits high-frequency radio waves (300 GHz) in the millimeter-wave band.
It can detect objects behind walls or cardboard at close range (around 0.39 inches).
While not harmful like X-rays, it provides a glimpse through obstacles.

Synthetic Aperture Radar (SAR):

Used by satellites since the 1970s, SAR shoots powerful radio signals at a target.
